Elena Popp is an attorney in private practice specializing enforcing the rights of tenants to live in decent, safe and affordable housing.
She was the founder and former Executive Director of the Eviction Defense Network, a social entrepreneurship project dedicated to ensuring access to justice to the 70,000 tenants that face eviction in Los Angeles County each year. Until April of 2004 she was the Directing Attorney of the Housing Unit at the Legal Aid Foundation of Los Angeles. The Legal Aid Foundation of Los Angeles (LAFLA) has a 72-year history of providing comprehensive legal services to low-income residents of metropolitan Los Angeles.
Elena has over 20 years experience in legal services focused primarily in the areas of Housing and Community Economic Development. Among her accomplishments are, participation in the team that created the Foundation’s Building a Capable Community Organization Institute which has assisted hundreds of organizations to acquire the tools they need to succeed in their work. She has provided capacity development consulting services and legal assistance to numerous tenant associations working to preserve and improve their housing..
In 1994 Elena co-founded the Healthy Homes Collaborative of Southern California an innovative coalition that brings together health and health access advocates, environmental justice advocates and housing rights advocates, to address the health consequences of environmental hazards in children’s environments. The HHC places health promoters, outreach workers and organizers on the streets in door-to-door campaigns designed to identify and then address slum conditions and other environmental hazards in the lowest income neighborhoods in Southern California.
Elena has a B.A. in Political Science and a Juris Doctor from the University of Southern California, Los Angeles. She has participated on the boards of numerous community organizations (link).
